The necromancer

Here's a concept of the main villain of my personal project. The staff can "project" different weapons.

The swirling effects were made with a bezier curve then converted into a mesh with a solidify modifier to give it some thickness.

The shader material on the mesh is simply voronoi textures that scroll. Here, they are mapped to the current frame but this value can be key framed to match the specific animation.
